I tried to set up a Paypal account here maybe six months ago, but it won't let you connect it to a Cambodian bank account so it's kind of pointless.

In the end I got a Mastercard debit card for my ABA account and use that for online USD purchases. But that doesnt help if you are wanting to receive payments from other people.

You can use PayPal here for purchases, but you can't withdraw funds to a local bank.

Payoneer works, they send a physical visa debit card to withdraw at an ATM.

setup my paypal with ANZ debit card 1 year ago, and use paypal for Ebay, yes it works. post office works too, just remember to ask sender to write down your cambodian phone number on the package and wait for the call from post office.
