where to report a crime

was lied and tricked and drugged by a 2 girl team and after this and that anyway ended up getting around $400 and laptop stolen. Got the laptop back from pawn shop after having to pay $27. But not the cash. Kind of staying in an a-hole guesthouse and the manager does not know or too lazy to find out where i can make a police report to English speaking police though atleast he did have video footage of the girls and me entering the guesthouse which he showed me. One, probably both, of the girls is still walking around hanging out around golden sorya mall area where I met her. The other I don't really know because cannot remember what she looks like.
Went to the police station this morning on south side of street 174 not far from intersection with 63 and no luck. Went in there and no one was even there. Finally a person came in and motioned i get out then he took off driving a tuk tuk.

Now question is where do i find English speaking police or if not that start off with government tourist guide places such as have in Sihanoukville ? I want them to apprehend atleast one of the girls and say give this victim(myself) his money back or face a prison sentence. And I certainly want them in jail NOW ! I hope this is not too much to ask.

Unfortunately NOT,other than alcohol, because if I had I would have known already NEVER to get involved in something like that if i could help it because ketamine usually has an automatic paranoid switch which usually gets turned on when anything like that gets too close. And I would not have consumed any where near that much alcohol if was doing ketamine.

ok thanks will give it a try if possible. Just wish i wasn't staying in this assinine guesthouse may be easier. Anyway hope it's not like in Panama where none of the so called ' tourist police ' speak English. i think i also read about 'tourist police not speaking English' that also in another country where someone was complaining.

Does anyone know if 023 726 158 is an incomplete number ? like missing a digit for Cambodia standards telephones.

Mainly i thought the 158 field should have 4 instead of only 3 digits though not sure.
