Schools remain closed, but casinos are reopening. However, tourist visas are currently not being issued for Cambodia, land borders are closed, and local people are not permitted to gamble in casinos. Where will the gamblers come from ?

Cambodia’s casinos cleared to reopen with medical precautions

Cambodia’s casinos have been cleared to reopen provided they observe strict health requirements aimed at minimizing further COVID-19 transmission.

On Friday, Cambodia’s Prime Minister HE declared that casinos would be allowed to reopen provided they obtain the approval of Ministry of Health officials. A government spokesman announced the PM’s decision in a Facebook post following the government’s weekly cabinet meeting.

Cambodia’s casinos, including NagaCorp’s NagaWorld facility in Phnom Penh and the smaller gaming venues in border areas such as Bavet and Poipet as well as the once-thriving Sihanoukville region, were all ordered closed on April 1 as the government attempted to flatten its COVID-19 curve.

The medical measures that casinos will be required to impose weren’t specified in the report. The government has reportedly promised unspecified tax breaks for the country’s casino operators, which could end up benefiting their rank-and-file staff, many of whom have struggled financially during their COVID-19 furloughs.

The reopening can’t come quickly enough for Donaco International, which runs the Star Vegas casino in Poipet. The struggling company announced Friday that it was in “urgent need of capital” due to COVID-19 and was looking to raise AU$14.4m (US$10m) via a “fully underwritten pro rata non-renounceable entitlement offer.”

Cambodia’s cabinet also reportedly approved a draft of the country’s long-delayed gambling law, which the government has been working on for nearly a decade without any tangible sign of progress. The draft, which has yet to be submitted to the legislature, reportedly underwent some revisions by the cabinet, the details of which have yet to be revealed.

All casinos in Cambodia allowed to resume operations
Cambodia has announced that all casinos in the country will be allowed to resume operations, but only with gambling and slot machines.
The announcement was made by Prime Minister Hun Senwhile chairing the weekly cabinet meeting held at the Peace Palace this morning.

No girls, booze, dope, loan sharking, extortion, room invasions, blackmail, kidnapping allowed to recommence just yet?

I don't think its gonna work.
It would be like asking a politician or a cop to go to work just for his salary.

Given all the young Chinese who were waiting in line for their 13 day COVID test here in SKville, either a lot of business is being done by young entrepreneurs or “business” is being done.

I could see that entry bet dropping to about 1k for special entry of a one weeks special gamble and historical tour. Visa on arrival, test, isolation in casino and tour bus, test when leave. Everyone happy, casino and Angkor have there stakes, and China airways are not grounded.

NagaWorld to partially reopen as workers await financial support

NagaWorld is set to partially reopen this week after Prime Minister HE announced that casinos nationwide may restart operations, but only some of its staff will return to work with thousands still demanding emergency funding support.

Casino management and worker representatives met on July 6 to discuss the reopening set for July 8, and to address requests for monetary support made by casino employees last month.

NagaCorp gains green light to reopen Cambodian casino business

GAMING and leisure player NagaCorp has gained approval from the Cambodian authorities to reopen its casino businesses in the country, said the company, which has issued debt securities on the Singapore Exchange, in a Sunday bourse filing.

Listed in Hong Kong, NagaCorp operates NagaWorld, a hotel and gaming entertainment complex in Cambodia’s capital city of Phnom Penh.

On July 18, the firm received a notification from Cambodia’s Ministry of Health that it had no objection to NagaCorp resuming all its casino businesses in Phnom Penh, which comprises mass market, VIP and slot gaming machine segments.

In early July, the Cambodian government announced that it will permit all casinos in the country to reopen, with casino owners required to sign an agreement or a memorandum of understanding with the Cambodian Ministry of Health. NagaCorp signed an MOU with the ministry on July 5.

Sihanoukville casinos given reopening green light

Casinos in Sihanoukville have been given the go-ahead to reopen by Cambodia’s health ministry as part of a phased reopening of the industry in the country and some are already back in business.

Casinos are being permitted to resume operations one province at a time to allow officials to monitor that Covid-19 is not being spread. The next province is expected to be allowed to open in September.

Two weeks ago, 21 of the casinos in the coastal town put in a request to open after Covid-19 lockdown restrictions were lifted. QueenCo Casino resumed operations on August 6 after a Health Ministry check and installation of Covid-19 protocols.

Flight links with China are also resuming, though only a few planes are landing a day. Prior to the crisis 10 airlines operated out of Sihanoukville, flying to 18 Chinese cities.

The properties need an inspection from the Ministry of Health to ensure they have put adequate Covid-19 protections in place.
