I am just curious to know what Cambodian expats think of this development? ;) kind of reminds me how Cambodia was when I first used to visit around 2003 and 2004 when you would see people sitting on Ochutel beach in Sihanoukville openly smoking weed :D

Uruguay has started registering cannabis growers' clubs as part of the government's plan to legalise the drug.

In Canada, Medical Pot users were allowed to grow their own. After registration, Cops arrived to inspect your security and quantity at your address. Then the Law changed so that they were not able to legally grow anymore. The only legal growers were now "politically" connected corporations. What a surprise.

Government did the same with legal long guns.

Keep your business to yourself. Registration is for cars used in public.
