They could of just tipped him out of his wheelchair, but no, shooting him 9 times was the choice made. Being shot 9 times in the torso is pretty much a guarantee of death; note well that the officer paused at 8, and then added one for good measure. There was clear intention to kill and there is no justification for that.
I hope he gets prosecuted.

He threatened someone with a knife, refused to surrender said knife and then tried to enter a store brandishing the same knife
To be fair, he probably didn't need shooting 9 times lol but did sound like an odious turd
