Well no it's not that, it's more that the requirement is "stop messing with us and let us be independent". Meanwhile South Korea is all "we're going to mess with you until you merge with us".

It's less about lying and more about requiring meeting (seemingly) impossible conditions.

They should both get their knobs out and then we will know.
