Plus, what the landlord does (being an intermediate selling electricity) is illegal, and might be a stick for the authorities to hit the owner and renter in case they want to.

If you would like to buy the bar, you can easily rig it up to government electricity. The reason the current owner didn't change it was simply down to naivety.
