I believe you can as long as it is not on the ground floor.

No you can't, only apartments in strata complexes eg high rises.
This apartments on street 136 if that helps

Foreigners can only really own post 2009 condos. Many have bought soft title to ones such as advertised here but that was stopped in Daun Penh area a few years ago.

We need an index to quantify the quality of the walk up to smart apartments. These could be the constituents:
Fiddliness of street gate lock
Lighting, or lack of
Quality of stair treads, broken or not
Likelihood of encountering a rat
Smell of urine
General cleanliness
Fear of jao
Physical exhaustion from climbing up
Having to walk through shop or bar to get to stairs
Cat poo

That's ten criteria. Each can be scored out 10, with 10 being the worst. I'm sure realtors will find this a great marketing tool.

Many of these city-center apartments are accessed through dark, dingy alleyways and don't even have a street gate.
