Russian National in SUV Hits Motorbike in Sihanoukville, Killing a Young Cambodian Girl

Prey Nop district, an SUV driven by a foreigner crashed into two motorbike resulting in death of a young Cambodian girl and injured five other. The accident took place along National Road 4 located in Cheng Kor village, Prey Nop district's Cheng Kor commune around 7:30 am on 13 July 2016. Police chief in Cheng Kor commune is among the five victims.

The SUV ended up off the side of the road with the motorbike stuck underneath as reported by Huy Bunleng on Facebook.

According to Police Website the deceased is a seven years old school girl name Touch Sreynich and among the five victim there are four women. The police confirmed that the driver is a Russian national.

That's hardly an SUV, not too many dollars available I think. Looks like it was quite an impact from the damage to the front of the car.

Any idea why he is in cuffs? Obviously did not flee as a Cambodian surely would have.

Unless my maths is incorrect, either 3 on both moto's or 4 + 2 etc.
When are they going to learn moto's are designed to be safe and able to be controlled properly with only one passenger?

It's a 4runner I think. Those are unstable design, bad cornering, basically a truck in a suit.

We are most of us used to driving in countries with well defined laws and generally safety conscious motorists. Here poverty forces people to ignore common sense traffic courtesy. Then of course there are the wealthy Cambodians who know that the laws do not apply to them since their money is a get out of jail pass.

Whatever the circumstances it is incumbent on the foreigner to suspect that local drivers will do the dangerously unexpected. Clearly, it is neither fun nor fair and frequently aggravating as hell.
