Banlung City ‘Dictator’ Removed.
The governor of Banlung City, the capital of Ratanakkiri province, has been removed from his position after being accused of discrimination, favoritism and acting “like a dictator” while already under scrutiny over a dispute with market vendors and a ruling-party lawmaker last year...
“He discriminated among officials, which prevented work from going smoothly,” he said. “The Interior Ministry investigated and found that he made many mistakes. That’s why the government decided to remove him from his position.”
But Mr. Sam Oeun said the decision also stemmed from a feud with vendors at the city market last year.
In April 2015, more than 200 market vendors and nearby residents endorsed a petition protesting Mr. Sam Ol’s plans to seize land next to the market, build more stalls on the plot and charge rent. Sa Leang, a businessman who had been granted permission to develop the market before Mr. Sam Ol’s appointment, then enlisted the support of CPP lawmaker Bou Lam, who sided with the businessman and petitioners and publicly accused the city governor of land-grabbing. The Council of Ministers decided in Mr. Leang’s favor in September.

The ex-governor appears to have over-reached himself. The position comes with a very nice house and garden next to Terres Rouges hotel right on the lakefront.

Former governor arrested

The 38-year-old former governor of Ratanakkiri province’s Banlung city was apprehended in Phnom Penh yesterday nearly six months after a warrant for his arrest was issued.
Keng Sokunthea, deputy director of the Interior Ministry’s penal department, said his officials arrested Ouk Sam Ol in front of Preah Kossamak Hospital yesterday morning.
“We arrested him based on the arrest warrant of Ratanakkiri Provincial Court,” he said. “In the warrant, he was charged with conspiracy to steal.”
The warrant said police from the Ratanakkiri provincial minor crimes bureau had confirmed that Mr Sam Ol had fled after they found his home in Beong Kanseng commune locked and unoccupied.
Mr Sam Ol was removed from his position as Banlung city governor in June 2016 after being accused of discrimination, favouritism and some irregular activities while already under scrutiny over a dispute with market vendors and a ruling party lawmaker in 2015.

And where will he be promoted to. Whenever officials are removed like this they tend to resurface somewhere else to start climbing the ladder again

A governor arrested and in jail for stealing ? That is news. He must have been stealing from the wrong people.

- Former Banlung Town Governor Uk Samol was arrested in Phnom Penh on Wednesday and sent to pre-trial detention in Ratanakkiri after being accused of theft in relation to the sale of a rubber plantation, though details of his alleged crime remained unclear.
Ratanakkiri Prosecutor Chea Pich yesterday confirmed Samol had been remanded to prison but did not confirm the charges. “He was questioned and we decided to detain him in prison temporarily, but do not ask any details,” he said.
Kachanh Commune Police Chief Suon Savuth said the crime related to the sale of 10 hectares of rubber plantation between two other people in the commune, one of whom failed to pay an agreed sum, but did not say what the complaint against Samol was.
A warrant issued by Ratanakkiri Provincial Court in July called for Samol’s arrest on a charge of being an accomplice to theft...
