Kampong Chhnang provincial military police officials are investigating the case of a secondary-school teacher accused of sexually harassing his female students.

According to Chuon Choeun, provincial military police commander, the parents of four female students, aged 13 to 14, filed a complaint to him against a 35-year-old teacher for touching the girls’ breasts and hugging them inappropriately.

“I called the teacher to question him about the accusation, but he denied that it was true,” he said.

Choeun added that he cannot detain the teacher due to a lack of evidence, but he will continue to investigate.

The students’ parents also went to the provincial education department on Monday to demand that the teacher be fired from his job.

Department director Pich Sambo, said yesterday that he had informed the Education Ministry of the case and was awaiting a decision on whether the teacher would be fired.

3 years later, and it looks like the teacher has paid a "fine" to the appropriate people and moved onwards and upwards, while the children have suffered because they were too embarrassed to go back to school. The girls were minors, and even more seriously, the teacher used his position of authority to blackmail his pupils. Well, the kids are learning first-hand how the justice system works. I guess that is an education of sorts. :whip:

The families of four children who claim they were sexually harassed by their teacher at a Kampong Chhnang school lodged a complaint with the Ministry of Education yesterday, saying that three years later, no appropriate action had been taken.

In 2013, Khiev Khuy said his then-14-year-old niece and three other students had faced months of harassment and abuse at the hands of their teacher, then 35, who allegedly threatened the teens and told them they would fail if they confided to their parents about his actions.

While the teacher was suspended, the investigation stagnated and the teacher was shuffled into an administrative role at the Rolea Ba’ier district department of education.

Khuy yesterday claimed the appointment amounted to a promotion and said he was seeking justice and compensation for the victims, adding the suspect had escaped punishment while the children continued to suffer.

“Three children among the four, my niece was one among them, stopped going to school because they were so embarrassed, and that is so sad,” he said. “I am not sure what their future looks like if they do not attend school now.”

Cambodian justice working in slow motion. Creepy teacher is probably still teaching and assaulting his pupils. No consequences.

More than 3 years after a complaint was laid, a warrant was finally issued for the teacher's arrest last month, but there has been no further news on the case.

Abusive teacher found guilty

-After more than four years of relentless campaigning to bring an abusive teacher to justice, a group of Kampong Chhnang students were vindicated yesterday as the Provincial Court found the educator guilty of sexually abusing four girls and sentenced him in absentia to five years in prison.

About 10 students, the victims among them, cried when they heard the verdict after a tense trial. It was a moment many expected would never come.

A Post investigation last year revealed that schoolteacher Kem Chan Chhen had used his position of power and a series of threats to conceal his classroom abuse.

When the family of one of the victims, Thavery*, came forward with allegations of abuse, Chan Chhen was moved within the Provincial Education Department, whose head, Pich Sambo, fiercely defended him.

Chan Chhen was protected for years by the inaction of the authorities. An initial court case was suspended in 2013 due to an “absence of crime” and was further hindered by a general disbelief in the testimony of children. Police also failed to detain the suspect despite two court orders for his arrest.

In January this year, the provincial governor launched an extrajudicial investigation into the case, at the abuser’s request.

The court handed him the maximum five-year-sentence under Article 248 of the Cambodian Criminal Code and required him to pay 10 million riel ($2,500) to the state and to Thavery, as well as 3 million riel ($750) to each of his three other victims.

Four years after the crime, the teacher has been convicted of molesting his young students, and three warrants for his arrest have been issued by the court, but the police are still refusing to arrest him under various pretexts.The justice system may be deeply flawed, but in this case, it is the police who are obstructing the law by deliberately ignoring the judge's decision.

Convicted Kampong Cham teacher still free

Three weeks after a third arrest warrant was issued for a teacher convicted of sexually assaulting young students in Kampong Cham, police have still failed to arrest him, with the deputy provincial police chief claiming yesterday he had not received a warrant.

Kem Chan Chhen, a former teacher in Kampong Cham province, was found guilty on June 21 of sexually assaulting four girls in his care four years ago and using threats to secure their silence about his abuse.

Judge Ham Mengse sentenced him to five years in prison and issued yet another warrant for his arrest the same day, even though arrest warrants had already been issued in October and in December prior to Chan Chhen’s trial.

Provincial Deputy Police Chief Pol Vuthy defended the authorities’ inaction. “I have not seen the warrant yet and have not received it yet . . . and the previous warrant was invalidated [as it had expired],” Vuthy said..

A Kampong Chhnang teacher has his sentence reduced on appeal. The court has dismissed three charges out of four of sexual abuse against girl students in 2013.

A primary school teacher had his five-year sentence for molesting four female students in 2013 reduced to three by the Appeal Court on Wednesday.

The victims, aged between 13 and 14, hail from Kampong Chhnang province’s Rolea Ba’ier district.

Presiding Judge Chay Daravann told the courtroom,in the absence of the appellant Kem Chan Chhen and his lawyer, that due to the disagreement between witness testimonies and that of the alleged victims, three complaints against the former Thma Keo primary school teacher had been dismissed and a lesser sentence imposed.

“The court finds that in this case, Kem Chan Chhen committed the criminal offence of sexual harassment with only one girl and not four as originally ruled. So the Appeal Court has revised the punishment handed down from five years in prison to three."

“With regard to compensation claimed by guardians of the three other students, the court rules that he does not have to compensate three of the girls named in the case. But the accused must compensate one girl 10 million riel [almost $2,500],” Judge Daravann said.

Defence lawyer Kea Eav on Wednesday said he was pleased to see the court provide justice for his client.

‘No eyewitness testimony’

“With regard to this case, no witnesses testified to seeing the teacher sexually harass any girl other than the one. So it means the punishment handed down to my client by the lower court on the grounds he sexually assaulted four girls has been lessened,” Eav said.

The four girls claimed Chan Chhen kissed them, touched their breasts and groped their genitals. He also sometimes forced them to remove their skirts in the classroom, it was alleged.
