1. Figure out how to get all those dirty poor people out of there without too much public fuss.

2. Renovate the place completely, smacking 2 apartments (or 3 apartments) into 1.

3. Sell these spiffy new apartments for $300,000 and up.

And if it can be done with JAPANESE MONEY, so much the better

having spent time there over the years cant see it ever been cleaned up/renovated
only solution is destroy it and start over
