According to TOF, Koh Santepheap reports the driver as Chinese, not Japanese. Now this is making more sense. I can't recall Japanese making destructive fools of themselves on either Thai or Cambodian roads. Have to go back to 2009 to read news of a Japanese driver causing a crash in Thailand. Couldn't find any Google examples in Cambodia.
Re: Two drunken Japanese men caused continuously traffic accidents in Phnom penh
In most countries the story would be less about some run of the mill drunken accident than about the lynch mob seeking vigilante 'justice.' That would be the headline. But I guess mobs of murderous Khmers attacking errant drivers is run of the mill here. Let this be a lesson to those who would hesitate to flee accidents they may have caused.

The driver fled the scene of the initial accident which was a big mistake. They should have stayed locked in the vehicle and waited for the police, that section of Monivong is not so built up. There would have been a chance of a mob smashing in the windows and dragging him out, but only slight as at that stage it was just an accident (with injuries) and not a hit and run. But fleeing the scene 'angered the mob'.LTO wrote:In most countries the story would be less about some run of the mill drunken accident than about the lynch mob of seeking vigilante justice. What I noticed in my translation of the NKD news article was this bit ដោយសមត្ថកិច្ចមូលដ្ឋានខ្លាចប្រជាពលរដ្ឋវាយជនបង្ករហូតដល់ស្លាប់ ទើបធ្វើឲ្យសមត្ថកិច្ចដកកាំភ្លើងបាញ់ឡើងលើអស់២ទៅ៣គ្រាប់និងឃាត់ខ្លួនជនបន្កនោះយកមកប៉ុស្តិ៍នគរបាលផ្សារកណ្ដាល២ដើម្បីការពារសុវត្ថិភាពជនបង្កនោះ។ / because the police were afraid that citizens would beat the instigator to death they then fired 2 or 3 shots into the air and seized him and took him to Psar Kandal police station for his safety.
(Where the mob still followed http://nkdnews.com/wp-content/uploads/2 ... ge505.jpeg)
It reads like the police allowed the mob to have a little fun before they took control of the scene.
The Koh Santepheap article is less detailed but similarly says Citizens surrounded and battered the driver and smashed the car and then handed over (the driver) to the police.
[ប្រជាពលរដ្ឋ = the populace, the people of the nation, citizens. In this case THE MOB.]

Mob Beats Japanese Driver After Crash
by Ouch Sony | June 13, 2016 | អានជាភាសាខ្មែរ
A mob of more than 50 chased down and beat the Japanese driver of an SUV involved in multiple crashes in Phnom Penh on Friday night that seriously injured two motorcyclists and damaged about a dozen vehicles, police said on Sunday.
The Japanese man, identified as Shinichi Hayasaka, 39, attempted to flee the scene of the initial crash on Monivong Boulevard because “he was scared of getting beaten up,” an official said. But a rabble of motorists followed him and brutally beat him after a second crash at Phsar Kandal market.
Details of the incident varied between the police officials interviewed on Sunday, but Mr. Hayasaka was driving his Toyota Fortuner south on Monivong Boulevard at about 9:30 p.m.
Keo Sarun, deputy Chamkar Mon district police chief, said Mr. Hayasaka’s car had run into the street’s central divider before backing into a motorbike, seriously injuring its driver and a passenger.
“[The car] reversed and crashed into a motorbike behind it, as well as a fence on the sidewalk, which fell on three cars,” Mr. Sarun said.
Soeun Saroeun, deputy municipal traffic police chief, however, said Mr. Hayasaka’s car had crashed into the motorbike before plowing into the road divider and two cars on the sidewalk. After reaching Phsar Kandal market, he proceeded to crash into two cars, five motorbikes and three tuk-tuks, he said.
