In a controversial move, the Funcinpec Party, led by Prince Norodom Ranariddh, yesterday announced its support of the Chinese government’s activities in the long disputed islands in the South China Sea.

Funcinpec Secretary-General Say Hak said yesterday the party had studied the Chinese government’s statement rejecting international arbitration, which was proposed unilaterally by the Philippines.

“We congratulate the Communist Party of China which continues to peacefully resolve the South China Sea problem based on specific measures as stipulated in the Maritime Law,” the statement said.

The Chinese government has been building and expanding several natural and man-made islands, including constructing military installations and runways, on territorially disputed islands by the Philippines and a number of other Asean nations, with the Chinese claiming the area to be within traditional Chinese fishing waters.

The Philippines has rejected China’s claims as it violates the provisions of international maritime law as laid down in the United Nations Convention on the Law of the Sea, of which both countries are signatory members.

Funcinpec’s statement went on, however, to urge the two nations to resolve the territorial dispute peacefully.

“We appeal to all related parties, especially China and the Philippines, to keep solving the dispute through bilateral talks before taking the matter to file in forms of the international arbitration.”

In 2012, the Cambodian government chaired the Asean summit which attempted to agree on a code of conduct on the dispute, but failed to do so in what many saw as a notoriously dysfunctional meeting.

Many critics blame Cambodia for obstructing talks on the issue as a result of Beijing’s economic influence over the Kingdom, with Prime Minister HE, frustrated over the allegations, pointing out that other summits have failed to produce a code as well.

Despite the government repeatedly stating their neutrality over the issue, many see the Kingdom as an advocate of China’s activities, among other countries in the region.

This issue will likely cause an increasing amount of disagreements and frustration within ASEAN. Cambodia, being a smaller player, like to play both sides. However, this can come and bite you in the ass in certain circumstances such as this one.
