I would believe you if i have never been to HCMC. You absolutely can't get a coke for 700 riel in Vietnam. In general, Vietnam is cheap compare to Cambodia, but not that cheap. coke in vietnam cost 16000vnd to 29000vnd (1usd = 23300vnd) depends on where u r ofc, coke is not very popular in vn they pride themselfs that they beat coke with their ice tea (cha da) .

Go to most of the Family Mart type stores and they have them in the fridges for 6,500 VND, that's a bit more than 700R. More like 1,100R If you go to the mom and pop stores they will try to get 12-18000 VND for the same thing. I have even bought it from the honest Viet shops for 5,500.
It's strange, as the sort of greediness you get in and around HCMC is nowhere near as bad in the rest of Vietnam. Must be something to do with the fact it used to be Kampuchea Krom.

Small glass bottle of Coca Cola in India used to be 5c a bottle in a Mumbai hotel I used to stay at in 2006.
