Not in Thailand, where thieves pay a fee for access to the hold during the trip, cutting open and ransacking the luggage, then get dropped off just before arrival by the driver.

Giant ibis station in PP one uniformed worker came up from behind and started digging in my back pack while i was boarding the bus broad daylight.
