^^ Justified logging apparently (according to the video). "In Phnom Penh there is much construction and many projects. But they need timber. And how can we supply? Cambodia doesn't have any resources except for natural forest."

Forest activists decry illegal logging

Prey Lang forest activists in Kampong Thom province on Wednesday claimed that illegal logging is continuing unabated, no thanks to local authorities and powerful individuals whom they allege are aiding the perpetrators.
While acknowledging that forest clearing still exists in the area, forestry officials claimed the illegal activities are on a small scale.
The Prey Lang forest is home to at least 27 endangered animals and 20 endangered plant species. But it suffers badly from illegal logging.
Prey Lang activist Sok Plaok said his team including rangers and military police officers found evidence of clearing while patrolling the forest on October 13-15.
“We know that illegal logging is increasing. We found tractors and other equipment. There were hundreds of tractors."
“When we slept near the road, we saw a long line of trucks smuggling timber. They took away the wood and left the stumps. What remains now are shreds of timber that have no value,” he said.
Plaok claimed the authorities have turned a blind eye as the illicit activities took place not far from the forestry administration office.
Provincial Forestry Administration head Bun Sothy said he had not received any report about forest clearing in Prey Lang. He said the area is under the jurisdiction of the provincial environment department.

Prey Lang group receives award

The Prey Lang Community Network (PLCN) has received the prestigious 2019 Energy Globe Award, a group representative said on Monday. The awards are known as “Nature’s Nobel Prize”.
Ek Sovanna, a PLCN representative in Kratie province, told The Post on Monday that PLCN had won a National Energy Globe Award this month for its environmental protection efforts in Cambodia.
The Energy Globe Awards are one of the most prestigious environmental prizes worldwide, with winners selected by a jury made up of members from the UN Industrial Development Organisation, the World Bank and the European Renewable Energy Council.
“We are delighted to win this National Energy Globe Award,” Sovanna said.
Each year, energy and natural preservation projects from over 182 participating countries are submitted for review for National and World Awards.
The 2019 National Energy Globe Award is the fourth prestigious prize PLCN has received for its efforts.
In 2017 PLCN was awarded the International Society for Tropical Foresters (ISTF) Innovation Prize, while in 2015, it received the UNDP Equator Initiative Prize.
PLCN first won the Alexander Soros Foundation Award, in 2012.
PLCN is a network of local community members working to protect Prey Lang forest from illegal logging.
The network patrols the forest and records illegal logging and the removal of valuable resources, reporting its findings to policymakers and the public.
The group is known for taking a bold stance against authorities, often criticising them for their inaction on protecting the environment.
Most recently, in March this year, the group issued a report saying that 152 forestry crimes were committed in January in Prey Lang forest’s four provinces – Kampong Thom, Kratie, Preah Vihear and Stung Treng – the third highest number recorded since 2015.
PCLN’s Preah Vihear province coordinating committee member Srey Thei told The Post at the time that crime in the forest had doubled because local authorities did not seem to take action.

The Prey Lang Community Network (PLCN) is a network consisting of local community members working to save the Prey Lang forest from illegal logging and industrial agriculture. The network patrols the forest and records illegal logging, valuable resources and reports its findings to policy makers and the public. The project works in the intersection between good governance, natural resources, peace building and rights based approaches, and makes use of information and innovative communication technologies.
Initial situation
The Prey Lang Forest complex is situated in the northern part of Cambodia and spans 500.000 hectares in the Cambodian lowlands, stretching four provinces namely Kratie, Stung Treng, Kampong Thom and Preah Vihear. It is the largest remaining low land evergreen forest in Cambodia, and all of Indochina. Prey Lang supports seven distinct forest ecosystems, rare endemic plant and animal species and hence consists of a high biological value
Solution
PLCN, with support from an IT company and a university (Copenhagen University), has built an innovative forest monitoring application (Prey Lang application) to give rise to evidence based patrolling of their ancestral lands and their valuable resources. While partner organizations have provided training to more than 2000 indigenous Khmer and Kuy people, PLCN has gained broad national and international recognition regarding its efforts for forest protection, which led to the designation of 431,683 hectares of Prey Lang as a protected area(Prey Lang Wildlife Sanctuary) in May 2016.
Innovation
Prey Lang application (PL app) is a forest monitoring application developed for smartphones as a part of the project “Prey Lang: It’s our forest too”. PL app is used as a systematic data collection during patrols to give a more complete picture of the effects of illegal activities on biodiversity and the local livelihoods, as well as valuable community resources substantiated with proof, such as GPS coordinates, photos and audio information. A tool that empowers informs and exposes the status of Prey Lang forest of Cambodia.

Preserve the Prey Lang Forest, says Interior Minister.
On 27 June 2019, HE the Minister of the Interior, Sar Kheng, instructed the newly appointed governor of Preah Vihear, Prak Sovann, to preserve the natural forests of Prey Lang in the province and advised him to protect the Prey Lang forest resources in the province from illegal logging.
Prak Sovann has been promoted to Preah Vihear provincial governor from his post as Svay Rieng deputy provincial governor.
On 27 June 2019, HE the Minister of the Interior, Sar Kheng, instructed the newly appointed governor of Preah Vihear, Prak Sovann, to preserve the natural forests of Prey Lang in the province and advised him to protect the Prey Lang forest resources in the province from illegal logging.
Prak Sovann has been promoted to Preah Vihear provincial governor from his post as Svay Rieng deputy provincial governor.

Prey Lang raises deforestation concerns

Dozens of people representing families living in the Prey Lang protected area in Stung Treng province are demanding that the National Committee for Forest Crime Prevention revoke the license of Ci Biotech Company for allegedly breaching its contract with the government by destroying the environment.
The representatives are calling for the NCFCP to investigate the company for allegedly running a large-scale logging operation within the Prey Lang area.
Last month, the task force led a massive crack down on illegal logging and arrested a well-known tycoon in Mondulkiri province.
Cheang Li, coordinator of the Prey Lang Community Network, yesterday said the company has plundered natural resources for years and it has affected the economic well-being of thousands of Prey Lang families.
Ms Li said the company has cut down trees, harvested resin and cleared forests along streams within the conservation area.
“Those trees [containing resin] have been there for centuries and they were cut down without permission,” she said. “Villagers are losing their main source of income. Yet, local authorities have not addressed the issue.”
Ms Li added that the same authorities told villagers to sell their forest products to the company.
“The company’s foreman threatened villagers by saying they will cut down all their trees if they don’t sell it to the company,” she said. “They said they will give local police $100 to $200 as commission for each family convinced to sell their trees.”

NGO reports massive forest clearing in Prey Lang area

The Cambodian Youth Network yesterday said hundreds of hectares of forest land in the Prey Lang Wildlife Sanctuary have been illegally cleared in Stung Treng and Preah Vihear provinces.
In a report released yesterday, CYN said it conducted an investigation from July 13 to August 12 following complaints from villagers in the two provinces.
It noted that the investigation was carried out in Stung Treng province’s Thalaborivat district and Preah Vihear province’s Chheb district.
CYN said a report was compiled after interviews with villagers and commune authorities, field checks and videos of land which had been cleared in the 1,761 hectare sanctuary.
It noted that trees were also found sprayed with paint by encroachers to mark boundaries.
CYN said there is evidence that the encroachment occurred after Prey Lang was created as a wildlife sanctuary in 2016 and voiced fears that as much as 3,000 hectares of forests could have been cleared both inside and outside the sanctuary.
“The forest land was mainly cleared to plant crops such as cassava and cashew by outsiders and unidentified residents,” it noted.
The report said some villagers who have no land or very few plots are also believed to have cleared the forest to grow cashew and cassava.
It found that law enforcement by the relevant authorities, especially forest rangers and commune administrators, is still weak, leaving Prey Lang exposed to deforestation and illegal hunting which affect its ecosystem.
Sar Mory, a CNY deputy president, yesterday said the evidence contained in the report could be used to prompt relevant officials to urgently take action against encroaching.
“If the relevant officials do not take urgent action, a lot more forest land will be cleared and the situation will become very serious,” he said.
Mr Mory noted that CYN has already sent its report to the Ministry of Environment, including the video proof of land and forest clearing activities, but has yet to receive a response.
