Most banks and money changers will exchange ripped/damaged bills, as long as the serial numbers are intact (personal experience from several different locations).

yes, I walked into ACLEDA - they replaced it with 20's if I recall...

So yesterday i went to the bank, ABA to deposit my saving account, So they accepted it. First they checked it and said it is acceptable. BTW, ABA bank is really good for my standard. staffs are friendly and competent and you don't have to wait so long time to be serviced. Not to mention, the internet banking system is great.

Yesterday a hotel in Sihanouk gave me a $20 with a corner missing and I didn't notice until later so there was no point trying to get them to exchange it for a better one.

Tried to pass it off at a geust house in Kampot but she noticed just as she was putting it in the drawer and made me change it.

Tried again this morning to pay for breakfast and almost got away with it but the chick realised after I had left and followed me down the street as I tried to ignore her calling out to me. There was no getting away.

Went to ABA Bank and they refused it as well. I'll try again at ABA in PP when I get back and I guess if all else fails I can try and use it at the phone credit vending machine and buy 5 months' worth of credit, if it will accept it.

Very annoying as it's only one tiny corner that has obviously got folded and straightened out so many times it has fallen off.

First, as you already know, it's your fault for not carefully examining the $20 bill. Please don't do this again. It's tacky and gives foreigners a bad reputation.
Many money changers will take them, but expect to lose from $2-$4 on your $20 bill. If that fails go to Ly Houa in PP. One of the best places to change dollars to riels by the way.

Thought of that too, but I think a bank should change it.

I know it's my own fault, but I'm pretty sure the hotel palmed it off on me deliberately. I'll just have to be more vigilant in future.

In my bars I make a point of accepting money in any condition... rips, holes, faded areas, tape...
I think it's just good customer service.
And some of the girls' English is not quite up to scratch. I've passed girls saying to customers who have given them a ripped note "your money shit, no good".
So we take any notes, and any hard foreign currency as well. Easy enough to change it later.
Once a month I take all the damaged notes to Acleda where they exchange them without question.
