Poor people have no staples. In any case here in rural Cambodia it has replaced rice for curry.

Khmer get their carbs from rice not from wheat. Bread is a silly choice.

I would think it likely this is day old bread from one of the clients of the MFI.

Bread has been eaten here since at least the French era. They sell it all over the place, guys on bikes with "Pang - Pang"playing on tannoys etc. I've heard the bread in places like Bayon is made with a mixture of wheat and rice flour.

It certainly is any time a family member goes to town.
You will notice locals carrying rice bags full of baguettes home at every holiday.
The big bakeries all have branches on the outskirts of the city for the provincial trade.
Potatoes are also quite highly regarded by Khmer.
