Why? Because you can't find it through an internet search? The cops often publicize donations made to them and judges, just indirectly.

could be $5000 or $1000 ,the guy might have said more to play the victim card. The official fine is much less for that amount.

I don't know the guy arrested nor anybody that hangs out there. But when the big boss shows up and they bring out the fleet of new trucks, one grand isn't gonna smooth it over! And they're good at maximizing their profit! If you know they've been quietly keeping an eye out, and you look at how and what was release to the media, it was pretty much setup to extract as much as they could, hence 5G.

Not sure. If Raybull is based in Sihanoukville, which I think he has said, I find it hard to believe that would immediately know that money was paid and how much, unless a Kampot police officer received $5,000 and immediately called Raybull to tell him about it.'
If his source isn't the police official who got the money, but someone who knows someone who knows someone who heard something about it, then it's merely a rumor. It certainly could be true, but I tend to doubt it simply because I know it's hard for people to come up with $5,000 in cash a day. I doubt the police take a check or a Diner's Club card.

I have known the police to hold someone's passport until they pay, so maybe something like that happened.

I will back off my earlier statement a bit now that I see he had 48 hours, not 24. I guess it's possible he could have raised that much in such a short time and paid them off, but I still don't believe it's likely.
On the other hand, the idea that the police investigated the bar for six weeks, and then arrested 7 people, and charged two that they determined were selling, and that they were tried and convicted and released with suspended sentences in 48 hours just because the Cambodian justice system is so swift and merciful, and not because of bribery, well that seems quite hard to believe too.
