The warrant apparently relates to the 2008 defamation case filed by Hor Namhong, so is probably just a ranging shot across Sam Rainsy's bows. He is of course out of the country. :hattip:

It's been building up to this for some time. SR had more "likes" on FB - I'm only half-kidding, but it was embarrassing for the person concerned. The protests in Paris were also big loss of face and resulted in opposition members being beaten up. Opponents are already in prison on various trumped up charges. The person concerned has a notoriously short fuse when feeling threatened. The comparisons with Burma probably didn't put him in a a good mood either.
I think you can say that it had already started, and that this is a logical step toward the total crackdown.

International TV media are already on the story btw. French TV news anyway.

Didn't Cambodia just sign an extradition treaty with France recently?

If so Rainsy can't even go hide in France like he did last time.

Was that the plan all along?

Yeah here it is....

Ang Vong Vathana, Cambodia’s justice minister, also met with his French counterpart, Christiane Taubira, at the Elysee Palace to ink a deal obliging both countries to extradite criminals indicted in each other’s jurisdictions.

Along with many other opposition figures, CNRP President Sam Rainsy has over the past 20 years made frequent use of his French passport to flee Cambodia to avoid convictions widely seen as politically motivated.

Mr. Rainsy, who Mr. HE threatened to imprison as recently as Sunday night, could not be reached for comment, but said last year he believed the CNRP is so strong now that he would not flee the country in the future.

Now it's up to SR if he can play in the big people stakes. I agree with this, but is he willing to risk it, that is the question.
... Markus Karbaum, an independent consultant specialising in Cambodian politics, said the premier’s move against Rainsy could hurt him both domestically and internationally.

“HE wants to keep Sam Rainsy out of the game because he is chanceless when competing with the opposition leader in genuine free and fair elections, but he apparently does not dare to arrest him,” Karbaum said via email.

“That puts the opposition leader in a very strong position: When he returns, HE must arrest Rainsy, otherwise he runs the risk to lose his image as Cambodia’s strongman.

“In this case, the prime minister falls into his own trap, because this move will mobilise many opposition followers making unrest and utmost confrontation with security forces very likely.”...

Fluffy Bunny certainly seems like an all-or-nothing sort of guy. What will you do if it comes to it, bolt for the provinces? A number of expat friends are telling us they'll just go into lockdown for a week, others are saying they're out of country for a month.

There are several possible contingency plans which may come into play depending on the situation at the time.

From now to the months leading up to the election; then, during the election; and then, post election (which may be days, weeks, months or longer).
