The head monk defrocked and arrested for having sex with 10 little monks

Siem Reap: the head monk of Rathanak Mony Rong Kor pagoda known as Rathanak pagoda was defrocked and arrested around 07 November 2015 and sent to police station after he had been accused of having sex with 10 little monks.

According to Koh Santepheap Daily News: the arrested head monk named Vong Chaet, male, 46 years old, originally from Siem Reap, he was defrocked and arrested after police received complaints from monks parents accusing him of having sex with their kid age from 11 to 18 years old.

Police is preparing document to send him to anti-human trafficking and juvenile protection department for further legal action.

Monk charged with raping nine boys

The chief monk of a pagoda in Siem Reap province has been arrested on suspicion of raping nine young novices, with more victims expected to be identified, according to police.

Vong Chet, 46, head of Ratanak Mony Rong Ko pagoda in Kralanh district, was detained by police yesterday after the parents of nine boys aged 9 to 16 alleged he had sex with them, according to Chea Heng, deputy chief of anti-human trafficking and juvenile protection in the province.

“We received a complaint from parents of nine young novices [on Sunday] saying that their kids had been raped by the chief monk over five months,” Heng said, adding that one of the victims claimed he had been raped between 10 and 20 times.

Chet, who was defrocked on Sunday evening, had confessed his crimes to some of the younger monks, but had threatened to punish them if they made his wrongdoing public, according to Heng.

The monk had also allegedly used financial inducements to procure sex.

“The victims told us that they had been paid between 30,000 and 100,000 riel [about $7.50 to $25] each time,” Heng said.

Chet was due to appear in the provincial court today to face charges of “buying a prostitute”.

James McCabe, head of the Child Protection Unit, which is part of a task force looking into the case, said the investigation was far from over.

“We expect more children to be identified as we progress,” he said.

McCabe also revealed that this was the second instance of alleged serial sex attacks on young boys by a monk in less than 18 months.

“We had a multiple rape case involving a monk and in excess of 11 boys in Kampong Cham province, which came to light in June 2014,” he said.

“The monk fled and has not been apprehended, but the investigation is ongoing.”

McCabe’s unit was now dealing with a record number of child sex abuse cases.

“As of today, I am up to case 245 of serious rapes or homicides against children under 15 since the beginning of this year,” he said.

“Reporting is increasing all the time, so we are getting a much clearer picture of the scale of the problem.”

Buddhism in Cambodia was facing a similar challenge to one which the Catholic church and other institutions responsible for caring for children in Western countries have been dealing with for decades, McCabe said.

“When you’ve got an institution that has men who are meant to live a celibate life, and vulnerable children living alongside them, there is a potential risk,” he said.

“The Buddhist leadership needs to look at addressing this situation.”

Chhan Sokunthea, head of the women and children’s rights section of Adhoc agreed, and said Buddhist temples provided plenty of opportunity for someone who wanted to have sex with a child.

“It’s a quiet place, and often a boy or a girl will be alone in a room with just one monk, and that creates an opportunity for abuse,” she said.

Children of impoverished families whose parents send them to a pagoda to benefit from free education and free food were also at risk of being groomed by pedophiles, she added.

“In some of the cases Adhoc has dealt with, the monk has tried to gain the confidence and trust of a child by giving them presents and so on, and later they have raped them.”

A spokesperson for UNICEF said the UN body was supporting the Ministry of Cults and Religion to incorporate child protection into the monastic education curriculum.

“There is a belief that children are safe inside monastic communities, hence often they are left behind playing alone or among their peers and unattended,” he added.

“This can put children in a situation where they are at risk of abuse.”

Spokesman for the Ministry of Cults and Religion, Seng Somony, said that following Chet’s arrest, the annual monks meeting at the end of the year was likely to focus more on “monks’ discipline”.

I think incorporation child protection not only in curriculum, but It should be informed in communities, stakeholders and target groups. There are many cases of child's and woman's abuse on news, but I think it must be more than what we see on news. Children don't know what is sex, but they should have known what is child abuse. I've seen some educational videos about child abuse. We can rais up some cases of child's abuse to produce videos inorder to educate children and shakeholders. I think children will like it and know more how to protect themselves.

Investigation in Monk Rape Case Expands to Four Pagodas

The investigation into the chief monk at a Siem Reap province pagoda who confessed to raping 10 boys in his care will be expanded, police said Wednesday, after it emerged that he previously served the clergy at three other pagodas.

Local police arrested Vong Chet, 46, on Sunday after receiving complaints that he had raped the young monks, all between the ages of 11 and 17, at Wat Ratanak Moni in rural Kralanh district, and will now look into his previous stints at pagodas in Kampot, Siem Reap and Battambang provinces.


“Our police will open investigations to find out whether there are more victims, because he moved around between a few pagodas before he became the chief at Ratanak Moni,” said Duong Thavary, chief of the Siem Reap provincial police’s anti-human trafficking bureau.

During questioning by police, Mr. Chet admitted to raping the boys studying under him and paying them to remain silent, Ms. Thavary said, but had said “he never committed rape before that, only when he moved to Ratanak Moni.”

She said Mr. Chet arrived in Siem Reap after spending two years at Tranap Russei pagoda in Kampot’s Chhuk district, where he became chief monk. Before that, he spent two years at Wat Keo in Battambang’s Ek Phnom district and about a year at Ta Keak pagoda in Siem Reap’s Puok district.

Prior to joining the clergy, he was married with two children, but divorced in 2003. Between 1979 and 1994, the bureau chief said, he was a soldier.

Ms. Thavary said she asked the disgraced former monk why he moved between four pagodas in the space of a few years, to which he answered that “he wanted to attain a high position” within the clergy.

According to investigators, Mr. Chet enjoyed almost unfettered access to young monks at Ratanak Moni, as he and his assistant were the only adults among the pagoda’s 15 residents. He was charged and jailed on Tuesday.

Contacted Wednesday, one of Mr. Chet’s alleged victims, aged 17, said he and the nine others went to the provincial referral hospital Wednesday for blood tests, which confirmed that they had not contracted any diseases.

He also said that some of the victims, who are all still staying at Ratanak Moni, were considering leaving.

“Some of us want to move to a new pagoda because there are still problems there. One monk is like a gangster, and he often beats us,” he said, declining to name the abuser.

Monastic officials have attempted to distance the clergy from Mr. Chet’s actions, which they described as an aberration.
