You can always "recant" a statement by simply disavowing it or making statements that contradict the original statement. It appears that's what she did here.
The Arcadia owner seemed to be complaining that the police wouldn't physically give the statements back to the witnesses. But even in the Western world, if you write out a statement and give it to the police, they are not going to give it back to you. Police may take a new statement from you and put both statement in their file, but statements are evidence and the police don't rip them up or give them back to a witness just because the witness asks them to.

Listen, if the guy was innocent and cleared, great. Justice was served.
But if she hadn't changed her story I doubt the video alone would have cleared him. Now a video of a consensual sexual encounter is another story, but that video doesn't exist (that I am aware of).

Have we even been able to establish whether it's rape or not if you have consensual sex when you're too drunk to legally consent by Western standards IN CAMBODIA?
If there's no law in Cambodia about being too drunk to consent, maybe the CCTV footage was enough to show that she VERY LIKELY consented by going with him on her own will, etc.
I say "likely" because if she had changed her mind in the room at the very last moment or something, out of view of the CCTV, surely that's still rape in Cambodia.
All things considered now, it really wouldn't surprise me if she had claimed rape after not really remembering what exactly happened, and after being confronted with the CCTV video footage of herself walking hand-in-hand with LayCock, decided she was probably being too harsh with the accusations.
It's kind of like being pulled over drunk, thinking you're acing all the sobriety tests, and only later you are shown the video of you completely failing on every level and you realize just how drunk you were after all.
I've been so drunk before that I messaged a friend telling them I was sorry that we didn't get the chance to meet up the night before, only to be told, "dude, we did meet up, you drunk bastard!"

For some reason that quote strikes me as odd. Being accused of rape was no small understanding. Has me wondering what he is referring to.'I didn't know what was going to happen to me. A small misunderstanding and it resulted in me going to jail.
