Can anyone suggest a visa agency that can assist my Cambodian stepmother in applying for a Canadian visitor visa?
I briefly looked at the paperwork and I'm not even sure how to complete it

Good Luck - it is not very easy for Cambodians to get a Visitors Visa to Canada. The assumption is that you are lying and will not leave. There are a lot of things you need to prove to cause them to think otherwise. Most are financial ties to the country - lands - business. It needs to be fairly substantial. The other is family ties, which can be a trade off if there is also family in Canada already. The other thing is to have strong proof that your claims are legitimate - and all documents need to be verified and translated and some how validated because they know how easy it is to forge documents. Canadian immigration right now is not friendly at all it is under a lot of scrutiny, so that's also not in your favor.
Also, the protocol is usually a rubber stamp NO the first try. They do not have a formal appeal process either - and wont offer an interview to clarify certain issues or questions. Just a flat No. You can then apply for the notes of the officer under freedom of information and go to an immigration lawyer with that in hand.
It seems it might actually be easier to get a real immigration visa than a visitors visa. At least then they cannot say - "we believe you wont return home" - because that's the whole point.
There was a visa agency i found that seemed to look ok on FB but I cant find them right now. Anyhow, for myself I am 0 for 2. Pretty much ended my relationship. Good Luck
