Whichever side you're on, you can't deny the ingenuity of this operation.
If you're not a terrorist, you're not likely to use a pager. You use a pager if you have something to hide - ie, yourself. So whilst some innocent people did get caught up in this, (it's impossible to carry out a mission without some innocent casualties) it did largely target those who were a threat (call them terrorists, or whatever you like, I'm not taking sides).
Not only that, instead of setting them to all explode at the same time as soon as they received a code, they were specifically programmed to explode three seconds after receiving the code, thus giving the recipient time to pull the pager out of their pocket and hold it close to their face to read the message before it exploded, which is why so many people lost one or two of their eyes.
You can give it many adjectives, evil, barbaric, war-mongering, whatever you like, but you can't deny the ingenuity and meticulous planning that would have gone into an operation like this. It's the first of its kind in modern warfare.
