On Tuesday, August 6, 2024, H.E. Heng Sour, Minister of Labor and Vocational Training, and Mr. William Conklin, Country Director of ACILS, signed the MoU at the Ministry's headquarters in Phnom Penh. The agreement focuses on enhancing professional relations and occupational safety and health (OSH) in Cambodia.

Minister Heng Sour emphasized that this MoU will serve as an important foundation for strengthening professional relationships and workplace safety in Cambodian factories and enterprises. He noted that this is crucial for maintaining current investments and attracting new ones to Cambodia, citing the country's steady progress in harmonious professional relations.

The Minister also highlighted that this agreement not only demonstrates trust between the two institutions but also promotes better relations between Cambodia and the United States.

During the signing ceremony, Minister Heng Sour took the opportunity to mention the five-year strategic plan (2024-2028) aimed at strengthening progress in labor, social security, and vocational training sectors in Cambodia.

Mr. William Conklin praised the active progress made by the Cambodian government, with the Ministry of Labor and Vocational Training as its executive arm, in improving labor conditions through legal and institutional mechanisms. He particularly noted the efforts to protect workers and citizens during the COVID-19 pandemic.

Conklin expressed strong confidence that this third MoU signed between the two parties will be as successful as the first two, which have been in place since 2018.
