Cambodia's General Department of Prisons Issues Flood Preparedness Measures
[CAMBODIA NEWS] The General Department of Prisons in Cambodia has issued guidelines to correctional centers and prisons across the country to prepare for potential flooding. Despite no immediate threat, the department emphasizes the importance of readiness to ensure the security of inmates and prevent disruptions to detention operations.
Chhen Sanat, Deputy Director-General of the General Department of Prisons, issued the directive on July 31, 2024, in response to observed rainfall patterns that could lead to flooding. He stressed that floods could damage prison infrastructure and compromise inmate detention procedures.
The guidelines instruct prison officials to assess geographical conditions, water sources, and flood risk in their respective areas. They are also directed to inspect infrastructure such as buildings and walls to prevent soil erosion, collapse, and water infiltration.
Sanat emphasized the need for prisons to prepare security equipment and rescue gear in case of evacuations. "Prepare handcuffs, security ropes, or chains in case inmates need to be evacuated, and check the availability of vehicles, rescue boats, and fuel," he stated.
The directive also calls for attention to safety systems, drainage, clean water supply, and electrical systems to prevent electrocution or fire hazards. Officials are instructed to prepare mobile water pumps and sandbags to mitigate water ingress.
Sanat further advised stockpiling food supplies and enhancing round-the-clock security measures. In case of evacuations or severe situations, prisons are required to report to the General Department of Prisons and request assistance from relevant authorities for timely response.
Nut Savana, spokesperson for the General Department of Prisons, confirmed that currently, no correctional centers or prisons are under immediate flood threat. However, he noted that facilities in Phnom Penh, Pursat, Banteay Meanchey, Battambang, Siem Reap, and Kampong Thom provinces are typically at risk during the annual flood season.
