Because he cannot visit the UK on his Cambodia passport. The UK embassy would not issue him a visa. So in order to visit the UK he is going to have to travel on his UK passport and to leave Cambodia on it, he's going to need a visa.

Yes, you are correct, he didn't have a UK passport at that time and that's what finally kick started the process of getting one.

I am already in Cambodia, I live here, so wanted the k-visa so we can go and visit the UK.

If you applied for a UK visa I assume your son doesn't have a UK passport yet. In that case you can not get a K-visa. It's a visa for people of Cambodian descent, allowing them to leave / enter Cambodia using their foreign passport.

If your son has a UK passport I strongly recommend to get the K-visa at the airport when you arrive some day. It's a hassle free procedure there, whereas the DoI in Phnom Penh follows the usual slow & expensive bureaucratic path with more silly requirements every time you go there, until you can not meet the requirements anymore and there's only one way to get it. The usual, expensive way.

You do not NEED a K-visa.
It Is A CONVENIENCE.

From what you have written so far-
-he already has a Khmer passport.
You use that to exit and enter Cambodia. You use that at check-in in Europe/UK to demonstrate that you have the required documents for travel to Cambodia, if asked.
-he already has a UK passport.
You use that to enter the UK, and only use that at check-in in Cambodia to demonstrate that you have the required documents to enter the UK. On entering the UK, you use the UK passport.

You use the Khmer passport in cambodia to recoup the passenger tax (worth an ice cream or two, airside)

The K-visa is a convenience which mostly aids those citizens living overseas that have foreign passports, but a claim to Cambodian citizenship.
In my case, I was going to get the K-visa in my son’s UK passport, as it’s likely that his Cambodian passport (5year only) would expire while he’s out of the country,

Since your son has a Cambodian passport, there's no need for a K-visa in his UK passport. He can leave Cambodia using his Cambodian passport, enter the UK with his UK passport, leave the UK with his UK passport and enter Cambodia with his Cambodian passport.

When at the Cambodian airport on the way back your son can apply for a K-visa in his UK passport, making the Cambodian passport obsolete for travels to- and from Cambodia. But as mentioned, it's an extra convenience, already covered by the Cambodian passport.

It looks like you think you can only use one passport during one trip. But you can use different passports at different locations. Leave country using passport A, transit en route using passport B, enter destination country using passport A, B or C.
