I am pretty sure this was done by the Finnish tattooist called Nino. He is well known for his skulls.
I am with you GM doesn't look nice and will only look worst over time.

His name is Nino . He is a Finnish tattoo artist, skulls are his thing. He works at RSD Tattoo on street 51. Well at least he used to. Ask them they should know his whereabouts .

Speaking of bad tattoo artists, you should see Dr. Ink's work. It says a lot about an artist that chooses to setup shop inside an Irish bar. Once I saw a girl with a huge birthmark on her arm. I pointed at it and asked what it was, she said it was a wizard done by Dr. Ink and she had already started saving up for laser removal!

I doubt it as this girl is Thai and live on Koh Samui I doubt she came over to Phnom Penh to get a tattoo.
