Can I confidently assume the tuktuk drivers and girls I may meet in Cambodia will have personal card readers?

At the check in desk they had ABA QR Codes. Probably not for the visa applicants, but for the Cambodian passengers with overweight luggage.

That's a good point about the VoA having to be paid in cash. Whenever I got one myself, there always seemed to be quite a number of people who only just realized that they need cash for the VoA, resulting in a mad rush to the ATM. Sometimes the ATM in the VoA area didn't even work, then an immigration officer had to escort those muppets to the ATMs outside.

There is no "Permanent Residency" status in Cambodia, unless you have Citizenship, then you would be a Citizen, not a Permanent Resident.

Edit: well there is actually a permanent residence status, but it is only granted to stateless persons ie. Vietnamese born in Cambodia to Vietnamese parents who were were in effect here illegally (like the Viet boat people). Not automatic, needs to be applied for, and is not available to regular run-of-the-mill Joe Foreigner.

And yet I've been a permanent resident since long before 2019 (when the deadline was passed that you could no longer register at your Sangkat for such a status).

90% of such cases were Vietnamese from my understanding, but many of us also qualified due to the mere duration of our residency here (in my case, around 10 years and before I turned 18), and I have had this status for at least 6-7 years now.

I don't know about now, but back then it was as simple as going to the local sangkat administration office, paying a fee, showing proof of residency and lack of residency elsewhere, and that was pretty much it (surprisingly there was no Khmer competency test, but then I conducted the entire interview in Khmer to begin with so I assume they just thought I was completely fluent: in retrospect, I would have failed since at the time I still couldn't read very well).

I fly from Bangkok (both airports) to Phnom Penh quite often, and whether or not they ask me for my visa for Cambodia and/or a flight out is totally hit and miss. Never been asked for cash though. I never have a ticket out.

It looks like things are changing constantly, but you can read it as tightening I guess. I flew the same route with the same airline last February and back then the requirements were not in place (yet), though some passengers were asked to flash money for a visa.
Yesterday things had been 'formalized' by the airline and those not meeting the two requirements were not allowed to fly, the manager simply didn't budge, even though he probably had no legal rights to deny boarding.
Enforcing your rights, two hours before departure at an airport abroad can be very difficult. So those planning to travel this route and planning to apply for a visa on arrival better prepare for the worst before leaving for the airport.

So you are Vietnamese, or other? What document do you have to prove you are a Permanent Resident? As a permanent resident I assume you do not have to apply for an Extension of Stay annually? EVA asked me about a return ticket and even advised me to have a confirmed hotel booking ("What!?") in January. The local EVA guy here told me if you don't have a ticket out they will have you sign a form.

Malaysian asked about a ticket out last month but she was fine with my verbal confirmation.

The check-in screen is showing them that, so they will ask for it. It seems though that we're sliding backwards because I was never asked before this year (EU passport).
