Try both for an extended visit then make your decision based on your own experiences.

Remember it is always a difference, if you are at a place for holiday, or if you live at that place. So give it some time in both places, then make your decision

People from the Philippines annoy me (for whatever reason, probably because they are Catholics). People from Cambodia don't annoy me. So that has always been an easy choice for me.

In terms of personal safety and security, Cambodia wins hands down.
I have never been or felt threatened by Khmers (drunk expats are the problem).
I have never felt completely safe in the Philippines except for Boracay, but that place is very tightly controlled and policed and is pure tourism. Manilla, Angeles City (yuk) and Cebu are all very sketchy.
In terms of healthcare, it's another story.
I think your first job in making any comparisons or decisions is to list the top 5 areas of importance to you and which, if any, are deal breakers. Then you'll have some boxes to tick or cross.

I'm coming to the conclusion if you spend long enough in many Southeast Asian countries they blur into one another after time with healthcare availability and visa length issuance about the only significant consideration.

Some of the worst places I've ever been in SEA. I really don't get the attraction of AC. The bars that had girls in them had the nastiest and fattest girls I've ever seen anywhere. Might have been a different story if I had went there before spending several years in the KOW. I'll take the Khmers over the Philippinos any day of the week.

Catholic s for sure are annoying , but you can always hear that pilipino accent .
Same as the dutch . that obvious sound .
I like thailand because I learned to read it . Not here at all .. very old ancient script
In Cambodia , Many things annoy me , but It’s lesser than other evils ..
