Did you witness this yourself? Them refusing to show you the CCTV is a huge red flag. Could it have been an honest mistake? I've had women and guys doing that to me here in South East Asia. But a 3-year-old kid is on another level. How did you find out about it?

In Cambodia this isn't considered extremely rude, or inappropriate to do, when it's a 3yr old boy. Even though you, me and the OP might have different opinions on that.

Grabbing you in the crotch, on the other hand, outside the red light area, is considered extremely rude.

It's not unusual here, back a decade or more when my kid was young there were always old yays grabbing his bits. I thought it was crazy and would try to shield him but realized I couldn't go around whacking old ladies, and it stops when they get a bit older. It's weird and invasive but more playful than abusive in my opinion. There is no equivalent for girls, it is totally taboo to touch them.

I noticed this too when I was at the family compound ... in my day (as a young whipper-snapper) they called it "goosing" ... I think it's normal worldwide. Move on ...
