When did you last visit? It's been like that for ages but they actually just fix it two weeks ago and it's relatively ok now. Has it deteriorated again? The problematic section spans about 7 km now, compared to the previous 20 km. The area is quite dusty at the moment. But yes, it's better to take train if possible.

I traveled the route twice there and back 3 weeks ago. Not sure if an 8 km stretch of road can be repaired or resurfaced in the space of a couple of weeks.

Typically, the problematic stretch spans around 20 kilometers, which is full of potholes. Huge potholes. Following the rainy season, they undertake their customary repair routine, applying gravel to level the surface. Which they did couple weeks ago. If not mistaken, the work might be still ongoing. But last week it was somewhat smooth gravel raod but dusty as heck. Only 7-8km of potholes that time. Picture is two weeks old from Huy Bunleng FB:
But still, if possible, it's advisable to take the train. Much more comfortable and takes about the same time as van/taxi.

The best solution is to drive towards the capital for a couple of hundred kilometers and then try to change from NR4 to NR41 or NR3. Those nice new ring roads are your best bet.
