The US Secretary of War was absolutely convinced that the British would never invade Washington, DC in the War of 1812. No defenses were raised because they obviously were coming in peace.

The navy has at least 20 patrol boats, and at least 200 other vessels. I don't think any country is all benevolent. However the Chinese have only invaded on country in the past 50 years, and although the Cambodian port and airport could be used as assets by the Chinese in some future scenario there's nothing much to suggest they are using them yet.

Just a curious question to the OP, had this port been built by a Western country, say Australia, United States, U..K., would they have an issue with it?

No. But nobody with a brain would bother denying the expanded ports were planning to host US/UK/Aussie military bases either and mocking those who pointed out the suspicion.
Some here probably also insisted that the many Chinese man-made islands in the South China Sea created from pumping dredged sand onto existing shallow shoals were "for purely civilian purposes and not affiliated with the PLA" (as Xi Jinping literally told Barrack Obama on camera while sitting in the White House rose garden) when those island were first built and soon were chock full of little else but runways, fighter jets, and anti-ship/anti-aircraft missile systems.
