Anti-Drug Police Arrested For Extorting 11 Chinese Nationals in 3 Separate Cases
Cambodia News (Phnom Penh): A spokesman for the Phnom Penh Municipal Court announced the arrest of anti-drug police officers and their accomplices on charges of aggravated illegal detention and extortion on November 12, 2023. The suspects, including Lt. Gen. Van Kosal, Deputy Director of the Department of Anti-Drug Crimes, are accused of pursuing Chinese nationals on public roads, detaining them, and extorting money in exchange for their release. The Phnom Penh Municipal Court has charged the five suspects under Article 254, paragraph 1, point 3 of the Penal Code for these offenses, which occurred in October 2023.
According to the statement released by the Phnom Penh Municipal Prosecutor's Office, the suspects, Van Kosal, Chuon Limheng, On Sam Oun, Net Sokhom, and Chheav Sideth, were apprehended and brought to the Phnom Penh Municipal Court following a victim's complaint.
The investigation revealed that the suspects and their accomplices stopped several Chinese victims on public roads in October 2023. The victims were taken into custody, falsely charged with drug possession, and then extorted for money in exchange for their release.
In one instance, the suspects detained four Chinese nationals, falsely charged them with drug possession, and extorted a total of $42,700 and 2,200 yuan from them in exchange for their release.
The Phnom Penh Municipal Court has initiated an investigation into the matter and has issued arrest warrants for the suspects involved.
In the first case, on October 16, 2023, at 22:00, suspects and their accomplices intercepted a black TOYOTA ALPHARD car with the license plate Phnom Penh 2AW-2116, subsequently arresting four Chinese victims at the head of the road in Khan Chamkar Mon, Phnom Penh. A small package of orange powder was reportedly found in the car, leading to the victims being charged with the possession of illegal drugs. Following this, the four victims were taken to a temporary detention center where the suspects allegedly negotiated a fee of $10,000 per person for their release. Later, on October 17, 2023, at 5:00 AM, the suspects arranged for the victims to pay a total of $15,000 USD in exchange for their release. ZHU JIWAT was named as one of the Chinese nationals arrested.
The second case, occurring on the same day at around 23:00, involved four Chinese nationals driving a TOYOTA RALLY HILUX REVO with license plate Phnom Penh 2BB-0037. The victims, namely LI LII, LI YUNSHUAI, and HU BANGCAI, were handcuffed and taken to the Anti-Drug Department for a search, where a small package of white powder was allegedly found, resulting in charges of illegal drug possession. The victims were then sent to a temporary detention center, where the suspects reportedly negotiated a release fee of $10,000 per person. Following an overnight detention, the suspects again negotiated the victims’ release, ultimately extorting a total of $42,700 USD from them, along with confiscating 2,200 yuan.
The third case, occurring at 22:25 on October 16, 2023, involved Chinese victim ZHANG BOHAN and three companions driving a gray RANGROVER with the license plate Phnom Penh 2AP-5777. The victims were intercepted by the suspects, who were reportedly armed with AK47s. However, the case was not resolved as the victim managed to drive away near Preah Isan Museum Varman Street 106 in Wat Phnom, Daun Penh, Phnom Penh.

Who the heck arrested the cops? A Lt. Gen was among them. Was it the anti-corruption force? All the headline says is Phnom Penh Municipal Court, not National or Head or really high up authority. Court arrests no one without say so.
The detained must have known someone pretty high up for this to have happened. Or appealed to Iron Man.

Police can be arrested by higher-ups, detectives from the Justice Police intervention forces, or Gendarmerie. Or when it happens, it’s a much higher up that publicly announces it.
Maybe it’s the beginning of change in how things work in Cambodia. Where even a lowly municipal court can arrest high ranking police without fear.

All decent cars they pulled over. That's why I don't drive or wear anything fancy. They won't try this trick on a 2000 Camry.
I did use the service of a similar "luxury" van a few times though, so even then they can try to set you up.
