Advice on a bad situation
Thanks for reading, long story short...my friend's elderly brother (let's call him X) resides in Phnom Penh, in the last week or so he has suffered a stroke and been in a motorcycle accident. He is in a bad way and seemingly incapable of speaking and has memory loss. We know the guesthouse he is staying in (if he's still alive), the owner has sent pictures of his bank cards and passport and seems to be helping but it's beginning to sound very suspicious and he is now refusing to hand over the possessions. He has sent videos of X wandering the streets with no shoes on looking in a terrible state, it seems very odd that he is videoing him and not taking him for help. X clearly needs to be taken to a private hospital, we are concerned he may be being held at the guesthouse whilst the owner works out how to extort his money. We are trying to get the police/embassy to do something but it is proving difficult and time consuming, all the while X could be severely ill by now. ANY advice would be welcome as we are desperate

If the guesthouse owner takes X somewhere, such as to a private hospital, who is going to pay for that?
What assurances, if any, does the guesthouse owner have that he will get any money back in case he's kind enough to pay first? It isn't really the job of a guesthouse owner to provide medical care for their guests. He might well have videoed X to paint a picture that is graphic enough to get the family to act.
It's not like you can take a person such as X "somewhere" to "get help" without paying for it - immediately and potentially a lot. If X doesn't have health insurance and no access to his funds (in case he's incapacitated), you better make sure to take along plenty of dollars when you come.

which guesthouse? I had a multiple friends stay at Velkommen Guesthouse years back. Forget if owner was swedish or Dutch? But was always welcoming and helpful

Can I ask , for a friend , I want to know which embassy Are you trying to get hold of ? I just have some ideas if he’s american , because i don’t know anything about anything else .. maybe my servant could help

He is British. When I say he is walking the streets he is not he is stumbling and looks like a vagabond which is maybe why people aren’t helping him.
Flights to Cambodia aren’t an option hence the reason for asking for practical advice. Is there a way to get a private hospital to seek him out and admit him if money was paod up front?

You CANNOT stage an intervention to save someone post stroke and motorcycle accident over the internet,with bank transfers and anyone that believes that you can is an absolute halfwit!
What the HELL is wrong with some people does this guy’s life mean so little to his own family,I honestly pity him but maybe he is better off dead after all going on this evidence?
