Swiss Man Arrested in Phnom Penh Child Prostitution Case
Cambodia News, (Phnom Penh): On September 26, 2023, the Anti-Human Trafficking and Juvenile Protection Police Force arrested a foreign man in connection with the case of paying for child prostitution in Kork Khleang Village, Sangkat Prek Leap, Khan Choy Changvar, Phnom Penh.
The operation was carried out under the direction of His Excellency Major General Chuon Narin, Deputy Commissioner General and Commissioner of the Phnom Penh Municipal Police.
After receiving the report, the specialized force investigated allegations that a Swiss man had paid to have sex with three children from the same family. Specialist forces conducted a thorough investigation until the arrest of the foreigner and the release of three child victims.
According to sources, the mother of the victims sold her children to the foreigner for $ 150 a month. She would take the children to visit the Swiss man three to four times a week, and in return the foreigner would also buy goods for her.
After the operation, special forces detained the foreigner for questioning and to build a case for legal proceedings. The accused is charged with the purchase of child prostitution under Article 34 of Cambodian Law on Suppression of Human Trafficking and Sexual Exploitation, and in case of conviction, he faces a jail term from seven to 15 years. The child victims have been sent by the police to the Department of Social Affairs in Phnom Penh.

In a case like this does the mother not receive any punishment for let's say being a child prostitute pimp?
What's to say she doesn't just find another barang to bone her kids? Sure they sent those three to some kind of hell hole so I guess they're "safe" but still.
I can't help but feel like that woman should rot in jail.

I agree where are the charges for the mother. Non of this stops until the mothers, cafes, massage joints etc...stop selling minors for sex.

Police in Phnom Penh arrested an elderly Swiss national yesterday accused of sexually abusing three Cambodian boys and sent him to the Phnom Penh Municipal Court for questioning.
Lieutenant Colonel Keo Kimheng, Deputy Chief of Municipal Anti-human trafficking and juvenile protection office in Phnom Penh, said yesterday that the suspect was arrested on Tuesday in Prek Leap commune, Phnom Penh’s Chroy Changvar district.
Lt Col Kimheng said that according to the police, in June this year the suspect, who is a Swiss tourist, gave $150 to a poor Cambodian woman, the mother of the three boys, living in Kork Klaing village, Prek Leap commune, to have sex with them.
The suspect would take the young boys to his rental room in Chroy Changvar district three to four times a month where he had sex with them, he said.
After engaging in immoral liaisons with the young children, he would give them a small amount of money, buy them food and other items, he said.
The suspect was arrested on Tuesday morning after he went to meet the three young boys in Kork Klaing village in order to have sex with them again, Lt Col Kimheng said.
The police were following his activities and observed that he always took boys, aged 10 to 14, for walks around the city, he said.
“The suspect was a foreign man who had a preference for sex with young boys,” Lt Col Kimheng said.
“He is accused of purchase of child prostitution under Article 34 of Cambodian Law on Suppression of Human Trafficking and Sexual Exploitation. He faces a jail term from seven to 15 years if convicted,” he said.
However, Lt Col Kimheng did not reveal the suspect’s name.
The Phnom Penh Municipal Court spokesman Plong Sophal could not be reached for comment yesterday.

How long did they "follow" him ?The police were following his activities and observed that he always took boys, aged 10 to 14, for walks around the city, he said.
It reads like they took their time, watching several walkS (therefore several following abuses) before catching him.
And yeah, the "mother". How free ?

A Swiss citizen was detained by the police and 3 children were rescued
The diverse Cambodian team FOXTROT23 has been monitoring and investigating a child sex case in Phnom Penh over a period of 2 months.
In Phnom Penh, on September 25, 2023, three children were rescued from a dangerous situation and a Swiss man was arrested by the police after a 2-month surveillance and investigation into child sexual abuse.
A diverse task force FOXTROT23 was formed in cooperation between the National Police Headquarters of the Ministry of Interior, the Police Department for Anti-Human Trafficking and Juvenile Protection, Phnom Penh Municipal Police Commission, and Child Protection Unit (CPU) to lead a thorough investigation into reports of child sexual abuse as well as the production of pornographic images and videos involving children.
The combined police forces have now found evidence of these crimes on mobile phones, cameras, laptops, computers etc. The case is one of the most important cases for the Child Protection Unit (CPU) in 10 years of operation.
"The evidence found is disturbing, and indicates the suspect was involved in child pornography, producing images and videos. The production and distribution of child pornography images and videos is a heinous crime and has profound implications worldwide," James McCabe, executive director of the Child Protection Unit (CPU), said. "In our 10 years of operation, this is the first time that the Child Protection Unit (CPU) has encountered such skillful organization by a suspect in Cambodia."
"I would like to thank His Excellency General Sor Thet, Commissioner of National Police, His Excellency Chiv Phally, Deputy Commissioner of National Police and His Excellency Colonel Choun Narin, Police Commissioner of Phnom Penh for their leadership in this investigation. The success of this operation is highly commendable to the Cambodian National Police officers, who were quick to respond in a timely manner to rescue the children involved and prevent this crime from continuing."
Meanwhile, the investigation is on-going, and the Swiss Federal Police forces have also cooperated with the Cambodian law enforcement team and they continue to contribute to the investigation here.
"I want to clarify to the public that this investigation will continue until we have identified all the persons involved. Our team is using the additional skills and services of international law enforcement agencies as partners, and we will continue with the inquiry until all suspects are identified, no matter which country they are in. "James McCabe emphasized.

If he was running a ring and others were involved then this is probably something that shouldn’t have been made public yet.
