You can't pinpoint the legislation allowing police to randomly test Cambodian citizens because it doesn't exist.
You have gone from some nonsense about foreigners having special rights to random tests on Cambodians. You don't seem to be able to remember your own posts. 8)
The thread is about penalties for drug taking. If you don't have drugs in your possession, but in your system, they can arrest you if they have evidence and the only way they find out that, is if they drug test you illegally. So my comment is around the topic. I also thought people might appreciate that fact , but obviously not.

Please honor the principle of onus probandi: the burden of proof is the obligation to provide sufficient supporting evidence for claims that one makes.

Note the use of any in article 98. In order to provide evidence for (not) using any drugs, testing is relevant and does not need seperate explanation or indicate foreigners. Article 78 generally describes one needs to participate in criminal proceedings when accused (which could include testing). Do not operate a vehicle, operation under influence is prohibited in article 99 which also states that refusal to get tested makes you subject to the punishment described in first paragraph of article.

Article 78: Those persons who are accused of any of the offenses as stated in chapters X and XI and who are staying on the territory of the Kingdom of Cambodia, shall be compelled by all lawful means to participate in the criminal procedure which concerned with them.

Article 98: Notwistanding the provisions of the articles 31 to 37, any person who violates the law by storing, purchasing or planting intentionally for his /her personal consumption of narcotic plants or substances which are considered as addicted drugs or psychotropic substances, shall be punished from six (6) days to one (1) month in prison and with a fine penalty from 100,000 (one hundred thousand) riels to 1,000,000 (one million) riels, or to either one of the two penalties.

Any person who uses/consume illegally of narcotic plants or substances considered as addicted drugs or psychotropic substances, shall be subjected to imprisonment from six (6) days to one (1) month and with a fine penalty, from 100,000 (one hundred thousand) to 1,000,000 (one million) riels, or to either one of the two penalties.

Article 99: Any person who is driving vehicle on land traffic, waterways of airways, when he/she is being under influence of a drug which has narcotic/addicted substance that he/she had consumed it illicitly and which causes danger, even if there is no appearance from the outside which shown of
his/her addiction, shall be subject to punishment from six (6) days to one (1) month in prison and with a fine penalty from 100,000 (one hundred thousand) to 1,000,000 (one million) riels, or to either one of the two punishments. Any person who refuses to be tested for drug addict, shall be subject to the same punishment asstated in the above paragraph. In case when causing injuries or serious dangers to the lives, he/she shall be subject to punishment in triple the specified maximum punishment terms.

OP the main job of Cambodian police is not law enforcement. The main job of Cambodia police is collecting bribes. As long as it’s just possession of personal amounts the police are much happier with a bribe than an arrest. The bribe however is going to be the largest amount they think they can take from you, so the richer they think you are the bigger the bribe they are going to demand
Foreigners do end up in jail for drugs but it’s almost always when the foreigner doesn’t have bribe money ready for the police
