Yes, and as we all know the security forces here always do things by the book. I can just imagine you threatening to call your embassy while they slap your head off the cell wall.

If I didn't comply , which I wouldn't because there is no law. You have gone from some nonsense about foreigners having special rights to random tests on Cambodians. You don't seem to be able to remember your own posts.You can't pinpoint the legislation allowing police to randomly test Cambodian citizens because it doesn't exist.
