You may be surprised to know that average weights are in use for summing up passenger masses, to include carry on bags. Notional weights, and there’s two basic profiles depending on whether it’s scheduled or chartered operations.
It can be broken down as
Male/Female/child
Often times, an all adult number is used.
Very surprisingly, these numbers are largely unchanged in my 2 decades plus career, and rarely is there any issue. Yes, there’s folks above the average, and equally, there are still those below. As an average, it averages out, until you get to smaller aircraft like island hoppers, etc.
Airline baggage policies are another matter altogether, and these are easily determined when the suitcase goes on the scales. Navigating those permutations as a passenger is sometimes not so easy. Plus there are a number of other considerations like baggage handling. But that’s another issue.
But, as noted, it’s whether people can physically fit in the seat. And despite everything, for the majority of passengers, this not an issue. But in recent years, several cases have made the social media news where the passengers simply wouldn’t on a good day have a chance of fitting. Which they’ve already known. An economy seat is unsuitable, but they’ve chosen to make it someone else’s last minute problem.
But it’s probably a PR nightmare to weigh someone in certain parts of the world, where litigation specialists await any opportunity.

its almost as bad when they sit directly in front of you. the seat goes back straight away to maximize their space while minimizing yours, and spend the next 7 hours rearranging their bulk making it highly risky to have a drink on your fold down table.

Average weights had been calculated based on a norm at the time and the weight was never revised, causing a (presumably smallish) aircraft crash.
Long while ago I saw it, apols for the sketchy details but I think the crash might have been 70s or 80s.

At least one of those people from the Twin Towers had to be carried down the stairs by a litter of 4 fire fighters when the elevators failed when the first plane hit. She was too fat to descend stairs.
Needless to say, that person never made it, the firefighters carrying her never made it. Those people behind her never made it when the second plane hit and everything collapsed.

I don't think it's a bad idea to charge heavyweight passengers more, but personally, I'd make that assessment based on how well they fit into a seat. If they don't fit in and flow over into any neighboring seat(s), they should buy two.
What if airlines used K-Pop idols as the standard for weight and seat width? Most Asians would be charged for two seats, Europeans three seats, others, god only knows.
Each passenger weighed then forced to sit in a ‘standard’ size seat. And if the knees don’t fit? Extra seat charge, too!

Yes, if I was a young Asian woman I’d be taking the airlines to court for sex and race discrimination for charging me for 1kg of excess baggage when the barang (male and female) are all at least 50 kg heavier than me.
