You may be surprised to know that average weights are in use for summing up passenger masses, to include carry on bags. Notional weights, and there’s two basic profiles depending on whether it’s scheduled or chartered operations.

It can be broken down as
Male/Female/child
Often times, an all adult number is used.
Very surprisingly, these numbers are largely unchanged in my 2 decades plus career, and rarely is there any issue. Yes, there’s folks above the average, and equally, there are still those below. As an average, it averages out, until you get to smaller aircraft like island hoppers, etc.

Airline baggage policies are another matter altogether, and these are easily determined when the suitcase goes on the scales. Navigating those permutations as a passenger is sometimes not so easy. Plus there are a number of other considerations like baggage handling. But that’s another issue.

But, as noted, it’s whether people can physically fit in the seat. And despite everything, for the majority of passengers, this not an issue. But in recent years, several cases have made the social media news where the passengers simply wouldn’t on a good day have a chance of fitting. Which they’ve already known. An economy seat is unsuitable, but they’ve chosen to make it someone else’s last minute problem.
But it’s probably a PR nightmare to weigh someone in certain parts of the world, where litigation specialists await any opportunity.

It would also not be entirely surprising to know that an enterprising accountant type might seek to exploit passenger mass, when it’s passenger size that’s the issue. Once again showing that different regions of the world will have varying views on sensibilities, customer service, etc.

At least one of those people from the Twin Towers had to be carried down the stairs by a litter of 4 fire fighters when the elevators failed when the first plane hit. She was too fat to descend stairs.

Needless to say, that person never made it, the firefighters carrying her never made it. Those people behind her never made it when the second plane hit and everything collapsed.
