That has been the case for nearly every African (most recently, with support to the Egyptian military dictatorship) and Middle Eastern recipient nation of USAID I can think of, and some leaders like Pakistan's former dictator Pervez Musharraf became wealthy off their Western patronage, so why would it be surprising for the United States to fit with a familiar pattern of rewarding corruption and graft (and then pretending they were against it the whole time, as with Manuel Noriega and Saddam Hussein), so long as it is pro-Western and ultimately benefits the US' and NATO's geopolitical goals? Or do you really think all those hundreds of billions of dollars and endless pills of viagra to pederast warlords in the Republic of Afghanistan (ironically, some analysts believe the Taliban was as motivated to fight by the US funding homosexual paedophiles than they were by Islamic fundamentalism, since many former Taliban cadres were themselves raped as young boys) were to build bridges and finance young girls to go to school? Cambodia has many ways of making revenue. USAID or US aid has had little to do with it since the early 1970s.

It's a tired old cliche, and $18 million is a drop in the bucket these days. I know some Americans like to think they are bankrolling the entire world, but in the case of Cambodia it hasn't been true since early 1975.

The US does bankroll Cambodia in other ways though, through trade.

That's changing the subject. The topic raised was whether or not the US turns a blind eye to USAID financing corruption and graft so long as recipients attempt to enact the geopolitical objectives of the United States, which it evidently (as per my post above) does, not whether or not USAID finances or bankrolls the Cambodian budget (which it does not).

Corruption is impossible to remove and likewise agendas..
the programs intention is good but unfortunately managing the distribution requires a sound local distribution network.
