New Government, New Appointments All Round
CEO News comments: There has been a shuffle at the top of the police ladder with the incoming administration. In addition to the newly-appointed National Police Commissioner, note that the Director of Immigration,Lt. Gen. Ratha - who usually signs off your visas - has been moved to a new job. The Head of Sihanoukville police has also moved on, and it will be interesting to see if his replacement sweeps the coastal city with a clean broom.

Cambodia News, (Phnom Penh): His Majesty King Norodom Sihamoni, King of the Kingdom of Cambodia, on August 23, 2023, ordered the appointment of His Excellency Lt. General Sar Thet, ID number 15722**, as the General Commissioner of the National Police Commission of the Ministry of Interior, and his promotion to the rank of General.
His Excellency Dr. HM, Prime Minister of the Kingdom of Cambodia, shall be in charge of implementing this Royal Decree from the date of its signing.
Lt. Gen. Ratha, Deputy Director General of the General Department of Immigration, and Lt. Gen. Chuon Narin, Commissioner of the Sihanoukville Provincial Police, have been transferred to the Deputy Commissioner General of the National Police.

General Sar Thet, ID number 15722**, as the General Commissioner of the National Police Commission of the Ministry of Interior, and his promotion to the rank of General.

His Majesty the King Appoints Three New Provincial Governors

Three new governors of Siem Reap, Prey Veng and Svay Rieng provinces have been appointed by separate royal decrees signed on Aug. 23 by His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia.
The three new provincial governors are H.E. Prak Sophoan for Siem Reap, H.E. Suon Somalin for Prey Veng, and H.E. Peng Posa for Svay Rieng.
They succeed H.E. Tea Seyha, who was promoted to Deputy Prime Minister, Minister of National Defence; H.E. Chea Somethy, who became Minister of Social Affairs, Veterans and Youth Rehabilitation; and H.E. Men Vibol, respectively.
In another royal decree, His Majesty the King appointed H.E. Gen. Sar Thet, former Deputy Commissioner General of the National Police and Phnom Penh Municipal Police Commissioner, as Commissioner General of the National Police in replacement of H.E. Gen. Neth Savoeun who was appointed Deputy Prime Minister.

Two Deputy Prime Ministers announced and other appointments

[HM] assigned two deputy prime ministers to take over as acting prime ministers in his absence. Deputy Prime Minister Neth Savoeun, a former police chief, will assist HM with national security and public order, national gendarmerie and other special mission assigned by the PM.
The next acting prime minister in line is Deputy PM Aun Pornmoniroth, who will take over the task when HM and Neth Savoeun are absent from Cambodia. He assists with economy and finance as the chairman of the Economic and Financial Policy Committee.
Former Public Work and Transport Minister Sun Chanthol is promoted as the first vice-president of the Council of Development of Cambodia. He succeeds Hor Nhamhong as the chairman of the Cambodian side of the China-Cambodia Intergovernmental Coordination Committee.
Hang Chuon Naron is entrusted with the work for the education sector while Sar Sokha is responsible for the interior work, human trafficking, drug combating and gambling. Tea Seiha works on national defense and leads Cambodian forces for UN peacekeeping.
Koeut Rith serves in the justice sector, working with the courts while Sok Chenda Sophea works on foreign affairs, such as by giving advice about foreign policy and deciding on child adoption and renunciation of citizenship. Vongsey Vissoth is tasked with facilitating the work of the Council of Ministers.
Each deputy prime minister can have four advisors.
Senior ministers who retain their positions are Kun Kim who is the vice president of the National Committee of Disaster Management, Ho Sithy who is Chief of the Cabinet of the Prime Minister, Om Yintieng who is the head of the Anti-Corruption Unit, Ieng Mouly who is the head of the National AIDS Authority, Ly Thuch who is the first vice-president of the Cambodian Mine Action Authority, and Keo Remy who is the president of the Cambodian Human Rights Committee.

King Norodom Sihamoni on August 23 issued a royal decree appointing deputy National Police chief Sar Thet, who also doubled as the commissioner of the Phnom Penh Municipal Police, as the new National Police chief, succeeding Neth Savoeun, who now serves as deputy prime minister.
On the same day, Prime Minister HM enacted a sub-decree to reassign roles and appoint two police officials at the rank of general. Sar Ratha, former deputy head of the General Department of Immigration, takes up the role of deputy National Police chief.
On August 24, deputy prime minister and minister of interior Sar Sokha** also appointed Preah Sihanouk provincial police chief Chuon Narin as Phnom Penh police chief.

New police chief Maj Gen Chuon Narin takes charge in PP
Major General Chuon Narin took charge as the Police Chief of Phnom Penh in a ceremony held at the Phnom Penh Municipal Police headquarters in Russei Keo district yesterday.
Maj Gen Narin was appointed as a replacement for General Sar Thet, who was promoted by the King as National Police Chief. Gen Thet presided over the appointment ceremony of Maj Gen Narin which saw the participation of more than 500 police and military police officers at the Phnom Penh Municipal Police headquarters yesterday.
Previously, Maj Gen Narin was the chief of Preah Sihanouk Provincial Police, and Major General Sar Ratha, the youngest son of the former Interior Minister Sar Kheng, replaced him as the new chief of Preah Sihanouk Provincial Police.
