I need to transfer funds to my Australia bank account to pay for a bill. Legit bill. I need to pay for partner visa fee of around $9k

It's certainly possible but for SWIFT payments expect fees this end of around USD 25 to 30, and your bank in Australia will probably take a similar chunk.

ACLEDA charges 0,1% for a SWIFT payment with a minimum of 10$. The fee on the Cambodian side would be 10$ if the OP transferred 9,000 USD to OZ using ACLEDA.
