Toddler Hit by Car as Mother Picks Greens

Cambodia News Pursat: On 12th August 2023, at 7:45 am, a traffic accident occurred where a car hit a child and drove away on the red paved road at Koh Trav point in O'Som village, O'Som commune.

The involved car was a white LEXUS RX 400H with license plate Phnom Penh 2BJ-6167, traveling from south to north. The driver, San, a 33-year-old man residing in Bramoy village, Bramoy commune, hit Sieng Heng Vichheka, a 2-year-old boy, living in Kien Chhongrok village, O'Som commune, who unfortunately died at the scene.
The cause of the incident was deemed to be parental neglect, as they left the child unattended on the side of the road while picking vegetables.

Some jurisdictions say its always your fault if you hit someone on the road ie you should always maintain your speed relative to your surroundings.

But it's up for discussion..

Observation skills of many folks these days are negligible. Especially so, here, where life is rather more arbitrary.

Fault in nearly equal measure-
Driver, for not maintaining sufficient lookout
Parents, for not administering parental supervision
Authorities, for simply not doing much of anything

Net result? Another needless child death. Not a death from a child just getting way out their depth. A death from negligence, all around.
