Cambodia News: Government Issues Sub-Decree to Enhance Management of Electrical Appliances and Machinery
In a move to improve the effective management of electrical appliances and machinery, the government has issued a sub-decree on August 11. This sub-decree aims to regulate electrical goods by implementing standardisation rules and energy efficiency measures, as stipulated by the National Energy Efficiency Policy.
Comprising of 10 chapters and 28 articles, the sub-decree clearly defines the responsibilities of government institutions in ensuring the energy efficiency of all electrical goods. It specifies that each specific electrical item must meet safety standards, undergo testing and quality assurance procedures, and achieve specified energy efficiency levels. Additionally, detailed instructions for proper operation must be included.
The Ministry of Mines and Energy has been tasked with managing and promoting the energy efficiency policy. The Ministry of Industry, Science, Technology, and Innovation will provide support to the energy ministry in establishing standard trials for targeted electric equipment.
To ensure compliance with standardisation and energy efficiency labeling, the energy ministry will verify and strengthen the enforcement of all relevant laws and provisions governing the production of electric goods in Cambodia. The Ministry of Commerce will collaborate with the energy ministry in enforcing the law and ensuring that all electrical items available for sale within the Kingdom meet the prescribed legal standards.
The General Department of Customs and Excise of Cambodia will play a crucial role in inspecting all imported goods, guaranteeing their compliance with the new sub-decree.

A bold move and if implemented correctly, a good one to boot.
However, the ever present sceptic in me wonders if this will end up as a creative way of diversifying certain departments "revenue stream" under the pretense of verifying and strengthening the enforcement of all relevant laws.
