Cambodia News, (Preah Sihanoukville): General Choun Narin Police Commissioner of Preah Sihankoukville reported that on August 4, 2023 at 23:00 pm, police arrested two Chinese men for illegal detention, extortion, torture and use of illegal weapons. At the same time, they released a Chinese man in handcuffs who was being held prisoner, and also seized a number of pills and powders. The two Chinese men who were arrested were identified as XIONG JIANG QIANG called DIAO MAO , and ZHANG HUI called XIAO YI.



The victim's name is Huang Qiang, a male, 35 years old, Chinese, currently living in District 3, Sihanoukville City. He was apparently lured to a meeting by the promise of a job, before he was beaten up, robbed, and abducted by the group of Chinese gangsters. The victim was then taken to a villa in Village 4 where he was locked up and tortured by the four Chinese men. Two of the gangsters were arrested and two of them escaped before the police arrived and are being actively sought.
