Drunk Chinese Driver vs Chom Chao Flyover

Cambodia News, (Phnom Penh): A Toyota Prius car driven by a Chinese man in a drunken state crashed into a light pole at the base of the Choam Chao flyover, causing severe damage to the front of the car, but fortunately did not hurt any people. The accident occurred at 10 pm on July 6, 2023, along National Road 3 at the base of the Choam Chao flyover in Por Senchey.

According to the scene, before the incident, they saw a Toyota Prius (with license plate Phnom Penh 2BJ-8437) driven by a foreign man in a drunken state along National Road No. 3 from west to east at high speed. Then for some reason the driver steered straight into the concrete road divider and light pole at the base of the flyover, where he came to an abrupt halt.

The police went to the scene and found the Chinese man to be drunk and uncooperative.
There was nobody hurt, so the local authority of Sangkat Choam Chao II impounded the vehicle and sent it to the land traffic office of Phnom Penh Municipal Police, waiting for the Chinese man to sober up and come to fetch his car, as well as pay for the damage and inconvenience cause by the accident.

I just don't get it, why do they let DUI offenders just walk off. Sure, there are laws in Cambodia against drunk driving?
