Patong every year has the same problem, filed up the land to build, now water runs down the streets.

Bangkok is one of the most susceptible cities in the world to rising sea levels, along with Phnom Penh
Phnom Penh is less than 10m above sea level, and iirc, Bangkok is lower.

The whole city was built on wetlands, the drainage system just gets overwhelmed when there is very heavy rain. The front of the palace always used to flood anytime it rained, now it rarely does. i have seen exactly the same in july 2016. It was impossible to go from Olalas to Sharkeys at 5 pm. And when i took a tuktuk at 10 pm everything was dry again . . .

There are literally hundreds of coastal cities which will flood before Phnom Penh even gets wet feet.
Bangkok, susceptible, I agree, but Phnom Penh. No way. Not in another few centuries.
Last night's flooding was inevitable, if there still had been lakes, parts would have flooded too, although maybe the drainage would have happened faster. Water was gone very fast by the way, supported by the very low level of both Tonle Sap and Mekong rivers.

Phnom Penh Administration Pleads for Public Understanding of the Flood as a Natural Factor
Cambodia News (Phnom Penh): 4 July 2023: The Capital Administration of Phnom Penh issued a statement yesterday urging citizens to remain patient amidst flooding in several areas in Phnom Penh. The administration explained that due to the heavy rainfall of 153mm, the drainage system was unable to handle the situation. This is a natural occurrence and the administration requests understanding and patience during such times.
The statement also highlighted that the current rainfall is the heaviest in the past three years, causing flooding in five Khans in the central area of Khan Sen Sok, Meanchey, Chbar Ampov, and Khan Por Sen Chey.
However, with the recent triple improvement in efficiency of the 14 pumping stations and the collective efforts of the staff of the Department of Public Works and Transport of Phnom Penh in coordination with the 14 district authorities, the floodwaters are receding quickly.
The administration urges people to participate in keeping their surroundings clean, including the areas around drainage wells in front of their homes.

It wasn't that long ago that people were talking of severe water shortages. I know of two people who live on the outskirts of PP that were regularly having their water cut off. Water shortages also affect many parts of the infrastructure, not just the inability to have a shower.
Whilst I'm not praising the floods, Cambodia is a country that is used to them and can deal with them reasonably effectively. Although I've been caught in the rain far too often, and been unable to get a Grab or Pass-App due to roads being blocked, I still welcome the rain rather than the danger of water shortages.
