Happened to me on Grab once. I reported it and they refunded the fare immediately.

I reported through the app but have had no response so far.
Once you've read the dictionary, every other book is just a remix.

I wonder what the money making scheme is in this scam. For the driver to finish the ride and get the funds he (or she, occasionally) still has to move from (close to) A to (close to) B. There are margins in the GPS system used, maybe a 100 meter, but still. If i order a ride from Wat Phnom to the Independence Monument and the driver takes another person to Chroy Changvar bridge he can not finish the ride AFAIK.
I don't use Passapp or Grab with an electronic payment system, but occasionally I get 'overruled' by another passenger as well. Apparently he or she doesn't check the license plate / windshield number / name against the data in the app. I do by default and some drivers will perform the name check too. In those cases I let it roll and order another tuk tuk using another app or by hailing one down. Of course no money lost.

I complained through the app and also via facebook and was told I would get my money back in "5 to seven days", wrote a tart reply and got my money within 24 hours

Not necessarily a scam, has happened to me before, more than once, where the driver actually picked up a passenger from the street who waved them down, and the driver assumed it was me. Messaged PassApp and they credited my wallet same day.
One thing I always do is enter the destination, and I still prefer to pay by cash, but if I don't have small change on me then I'll pay direct by ABA.

He knew exactly where I was since he had spoken to the restaurant owner and she told him where to go.

It has happened to me on several occasions. I mostly use Grab. Each time I have complained to Grab and they have refunded my fare without question, along with an apology and a 'promise' to 'educate' the driver not to do it again.
Remember that they know where you are all the time you're using the app, so it's easy for them to see if you're telling the truth or not.
It's still an annoying experience however.

Never understand why people use app when there are tuks around.
Online payments are naive. Easily hacked and you're subscribed to some useless website, with no chance of a refund.
Technology advancements are making it easier for cyber-crime.
